This highlights report summarises discussions at a dedicated Rural Pact Policy Action Lab focused on building blocks relevant for rural communities and territories in the National and Regional Partnership Plans (NRPPs) proposed for the 2028-2034 EU budget.
The event was organised on 3 June 2026 by the Rural Pact Support Office in cooperation with DG AGRI and DG REGIO.
The report examines:
- opportunities for supporting rural areas through the proposed NRPPs, including integrated strategies, territorial approaches and the proposed rural spending target;
- practical experiences from Member States on integrated rural development, monitoring rural investments and stakeholder engagement;
- key messages on measuring and tracking support for rural areas through the proposed performance framework; and
- recommendations for applying the partnership principle and involving rural stakeholders in the planning and implementation of the NRPPs.
