The toolkit intends to serve as a collection of best practices to support stakeholders and citizens in taking action against demographic challenges in Europe, such as brain drain.

It overviews initiatives that: empower young people; integrate newcomers and build communities; re-invest in regions; and boost local economies through a cross-sectoral approach. For each initiative, it identifies the main actors, target audience, and EU funding instruments to facilitate replication.

The toolkit – produced by the EU-funded ‘Youth for reviving (stagnating) EU territories’ project – sets out ‘golden rules’ for regional stakeholders to consider when launching similar initiatives to attract and retain young people in their regions.
