Empowering rural women: FLIARA project conference calls for inclusive innovation and policy change

Women’s innovation is a driver of rural transformation across Europe – female entrepreneurs are proving that innovation rooted in local knowledge can revitalise rural economies and communities. This headline message emerged from the final conference of the Horizon Europe-funded FLIARA project, held on 17 October 2025 in Brussels.

The event gathered EU policymakers, researchers, civil society, and rural stakeholders to present the outcomes of the FLIARA project which examined over 200 case studies and 20 ambassador stories from across 10 countries. 

The conference highlighted that multi-actor collaboration and gender-sensitive policies are essential to bridge the gap between policy and practice, removing systemic barriers ranging from financing to digital access. Additionally, strengthening networks, mentorship, and visibility for women in agriculture and green entrepreneurship will be key to achieving the EU rural vision.

The FLIARA project calls for embedding women-led innovation in rural and agricultural policies, recognising women as central drivers of change. Its recommendations include: empowering women through leadership training, mentorship, and digital and green skills development; breaking stereotypes by showcasing female role models in rural entrepreneurship; and tackling structural barriers such as limited access to land, credit, and childcare. The project also advocates for robust data collection and gender-sensitive monitoring frameworks to ensure that women’s contributions are visible and valued.

In line with these recommendations, the Rural Pact can strengthen the position of rural women in future European strategies by placing their voice at the heart of policymaking and empowering them as agents of change. It can improve representation and participation through collaborative spaces such as a dedicated Community Group, showcase of good practice examples, and collection of relevant resources.
