This in-depth study presents a methodology for assessing the costs and benefits of investment in rural areas, highlighting that the rural exodus affects not only rural areas, but also urban areas. Rural areas account for 80% of the EU territory and play a vital role in a variety of sectors, including renewable energy, tourism and food production.
