Benefit from technical support for reform design or implementation in a range of areas

A new call of the European Commission’s Technical Support Instrument (TSI) will provide Member States with support for the design or implementation of reform projects in 2026. The support can take the form of strategic and legal advice, studies, training, and expert visits on the ground in a range of policy areas relevant for rural actors.

National, regional and local authorities will be able to submit a request for technical support, identifying the policy areas and priorities for support by 31 October 2025. The Commission will then provide tailor-made, hands-on expertise in a range of fields, including:

  • Green transition (including climate action, circular economy and energy transition);
  • Digital transition;
  • Health and long-term care;
  • Skills, education and training;
  • Governance and public administration;
  • Competitiveness;
  • Financial sector and access to finance;
  • Revenue administration and public financial management;
  • Labour market and social protection;
  • Migration management.

The TSI has already supported over 1 800 reform projects across the 27 Member States. Explore these by country or by policy area to get a sense of how the Commission helps Member States to carry out well-designed and efficient reforms.
