Doelstellingen 

Achtergrond

In maart 2025 gaf de Vlaamse regering, via de Vlaamse minister van Plattelandsbeleid, het startschot voor de ontwikkeling van het Vlaams Plattelandspact – een ambitieus samenwerkingsverband tussen de regering, de provincies, de lokale overheden, middenveldorganisaties en plattelandsgemeenschappen. Onder coördinatie van de Vlaamse Landmaatschappij zijn de verschillende belanghebbenden via een participatieve aanpak uitgenodigd om een gezamenlijke visie op de toekomst van het platteland te ontwikkelen.

Het proces, dat is opgebouwd rond vijf thema’s – multifunctionele open ruimte, aantrekkelijke woonomgeving, warme plattelandsgemeenschappen, economische bedrijvigheid, en sterk lokaal bestuur – bevindt zich momenteel in de fase waarin deze visie wordt omgezet in concrete acties en bestuurlijke maatregelen.

Dit vereist een intensievere samenwerking tussen beleidssectoren en bestuursniveaus, en mechanismen die belanghebbenden ook na de eerste raadplegingsfase in staat stellen om te blijven samenwerken. Daarnaast is het noodzakelijk om de capaciteit van overheidsinstanties en belanghebbenden op het platteland te versterken, zodat zij een geïntegreerde aanpak voor plattelandsontwikkeling kunnen uitvoeren.

Tegelijk bieden de voorgestelde Nationale en Regionale Partnerschapsplannen (NRPP's) nieuwe kansen voor lidstaten en regio's om geïntegreerde territoriale planning te versterken en ervoor te zorgen dat plattelandsprioriteiten worden meegenomen via een gecoördineerde inzet van beleidsinstrumenten en financieringsbronnen.

Tegen deze achtergrond brengt het webinar over het Rural Pact in Vlaanderen vertegenwoordigers van de Vlaamse overheid, lokale en regionale overheden, plattelandsorganisaties, Lokale Actiegroepen (LAG's), onderzoekers en middenveldorganisaties samen om stil te staan bij de verdere uitbouw van het Vlaamse Plattelandspact. Daarbij wordt ingezoomd op praktijkvoorbeelden van geïntegreerde plattelandsstrategieën en op bestuurs- en samenwerkingsmodellen die de betrokkenheid van plattelandsactoren bij de ontwikkeling en uitvoering van het plattelandsbeleid versterken.

Het webinar biedt bovendien de gelegenheid om Vlaamse plattelandsactoren beter voor te bereiden op een actieve deelname aan de vormgeving en uitvoering van het Europese beleid voor plattelandsontwikkeling na 2027.

Het webinar wordt georganiseerd in het Nederlands door LEADER Netwerk Vlaanderen, de nationale partner van het Rural Pact Support Office (RPSO), in samenwerking met de Vlaamse Landmaatschappij en met de ondersteuning van het RPSO.

Doelgroep

Het webinar richt zich op vertegenwoordigers van Vlaamse overheden, provincies, gemeenten, Lokale Actiegroepen, plattelandsnetwerken, middenveldorganisaties, onderzoekers, praktijkdeskundigen en andere stakeholders die actief zijn rond plattelandsontwikkeling en ruimtelijke ordening. 

Bijzondere aandacht gaat uit naar organisaties buiten de traditionele plattelandsontwikkeling, waarvan het beleid een impact heeft op plattelandsgebieden en die kunnen bijdragen aan de vormgeving van het beleid voor plattelandsgebieden na 2027. Voorbeelden hiervan zijn organisaties actief rond transport en mobiliteit, ziekenfondsen en mutualiteiten, de sociale economie en de zorgsector.

Rural Pact in my country: Flanders

The event – organised by the Rural Pact Support Office (RPSO) through its national partner, the LEADER Network Vlaanderen, in cooperation with the Flemish Land Agency – will discuss the next steps in developing the Flemish Rural Pact through integrated rural policies and stronger multi-level governance. The event will also explore practical ways to strengthen stakeholder participation and build capacity for the design and implementation of post-2027 EU rural policies.

Objectives 

Background

In March 2025, the Flemish Government, through the Flemish Minister for Rural Policy, launched the development of the Flemish Rural Pact—an ambitious partnership among government, provinces, local authorities, civil society organisations and rural communities. Coordinated by the Flemish Land Agency (Vlaamse Landmaatschappij), the process has engaged stakeholders through a participatory approach to develop a shared vision for the future of rural areas.

Structured around five themes—multifunctional open space, attractive living environment, cohesive rural communities, economic activity and innovation, and strong local governance—the process is in the phase of translating this vision into concrete actions and governance arrangements.

This requires stronger cooperation across policy sectors and levels of government, and mechanisms that enable stakeholders to continue working together beyond the initial consultation process. It also requires building the capacities of public authorities and rural stakeholders to implement integrated approaches to rural development.

At the same time, the proposed National and Regional Partnership Plans (NRPPs) provide a new opportunity for Member States and regions to strengthen integrated territorial planning and ensure that rural priorities are addressed through coordinated action across policy areas and funding instruments.

Against this background, the Rural Pact in Flanders webinar will bring together representatives of the Flemish Government, public authorities, rural organisations, Local Action Groups, researchers and civil society to reflect how to advance with the Flemish Rural Pact. In particular, the webinar will explore examples of integrated rural policy strategies as well as practical governance arrangements to enhance the participation of rural stakeholders in rural policy design and implementation. The event will also be an opportunity to build capacities of Flemish rural stakeholder to better participate in the design and implementation of the post-2027 EU policies supporting the development of rural areas.

The webinar is organised in Flemish by LEADER Netwerk Vlaanderen, the national partner of the Rural Pact Support Office (RPSO), in cooperation with the Vlaamse Landmaatschappij and with the support of the RPSO.

Target audience

The webinar targets representatives of Flemish public authorities, provinces, municipalities, Local Action Groups, rural networks, civil society organisations, researchers, practitioners and other stakeholders involved in rural development and territorial governance. 

Particular attention will be given to involving organisations beyond the traditional rural development community whose policies influence rural areas and who may contribute to the design of post-2027 policies for rural areas and rural development in general (e.g. transport and mobility organisations, health insurance funds and mutualities, social economy and social care sector).
