This position paper of the Rural Pact Coordination Group (RPCG) reflects on recent legislative developments linked to the post-2027 EU policy framework and the future Multiannual Financial Framework (MFF).

RPCG position paper on recent legislative developments

Building on the RPCG Declaration adopted in December 2024, it assesses how rural priorities and the long-term vision for rural areas are reflected in the emerging proposals for future EU funding and policies.

The paper highlights a number of key issues discussed by RPCG members, including the need for dedicated and visible rural support beyond agriculture, stronger place-based and community-led approaches, improved rural proofing and partnership arrangements, and clearer mechanisms to ensure that rural areas benefit from integrated EU funding instruments.

The document also puts forward practical proposals related to territorial governance, LEADER/CLLD, smart villages, the ‘right to stay’, territorial cohesion and the future definition and monitoring of rural areas.

The position paper was adopted by the RPCG pursuant to its terms of reference.
