Mapping the implementation of Smart Villages: lessons from across the EU
This Rural Pact report examines the implementation of Smart Villages under the 2023-2027 common agricultural policy (CAP), exploring different approaches adopted by Member States, including dedicated interventions and support through LEADER.
Drawing on consultations with managing authorities, Local Action Groups (LAGs) and rural stakeholders, the study identifies key implementation challenges, success factors and lessons learned, complemented by five case studies from Austria, Finland, Italy and the Netherlands.
The findings highlight the importance of community-led strategies, capacity building, local facilitation, appropriate governance arrangements and access to implementation funding. They provide practical insights for policymakers, managing authorities, LAGs and rural stakeholders to strengthen Smart Village support and inform discussions on the post-2027 policy framework.
