The consultation will feed into the development of the Affordable Housing Act, which aims to provide tools for Member States, regions and local authorities to ease housing pressure in their local context. The act is one of the key areas of action of the European Affordable Housing Plan.
The Commission’s consultation mainly targets national, regional and local authorities, owner and tenant organisations, short-term rentals platforms, tourism and consumer associations, urban planners, providers of public, cooperative and social housing, professionals from the architectural, construction and renovation sector, civil society organisations and private individuals.
The call for evidence is seeking input from stakeholders on how best to promote housing affordability in the European areas most severely affected by the housing crisis.
Stakeholders can submit feedback until 3 April.
Additionally, experts in housing are invited to submit their feedback through a detailed questionnaire. This collects information on how best to identify areas under housing stress, how to address the impact of short-term rentals on housing affordability, and what other supply and demand measures are needed to increase housing affordability.
Experts can share their input until 29 March.
Relevant stakeholders can also participate in a series of targeted workshops organised by the European Commission:
-
Member State representatives (online, 17 March): representatives will be invited directly
-
Regions and cities (hybrid, 23 March): open to cities, regions and major tourist destinations as well as their associations at EU and national level. Relevant stakeholders can register through EU survey
-
All stakeholders (online, 30 March): interested stakeholders can register through EU survey.
The Affordable Housing Act will focus on supporting public authorities in identifying areas of housing stress and taking measures to protect housing affordability, including with regards to short-term rentals. It will also aim to facilitate an increase in housing supply.
