Share your feedback on the first results of the 2023-2027 CAP

The European Commission has launched a mid-term evaluation of the common agricultural policy’s (CAP) progress in achieving its objectives linked to the EU’s social, environmental and economic sustainability goals in agriculture and rural areas. Submit your views by 6 April 2026.

The evaluation will examine whether the CAP’s new delivery model and measures under Member States’ CAP strategic plans are on track to achieve initial results in line with the CAP’s specific objectives and relevant result indicators. It will focus on the period from 1 January 2023 to 31 December 2025. 

It will assess progress in implementation, early performance, administrative burden and simplification, policy consistency and the added value of a common EU policy compared to action at national level. 

Finally, the evaluation will assess whether the CAP remains relevant in view of changing needs and emerging challenges. 

Stakeholders can submit their feedback by 6 April 2026 via the dedicated platform. 

The consultation mainly targets farmers and other CAP beneficiaries, producer organisations/cooperatives and the wider agri-food chain, national/regional administrations, advisory services/stakeholders in Agricultural Knowledge and Innovation Systems, civil society, social partners/labour representatives, and researchers and evaluators.  

The common agricultural policy is the EU’s key policy for agriculture and rural areas. The 2023-2027 CAP is implemented through the Member States’ CAP strategic plans, which translate EU objectives into measures and targets tailored to each country.
