The call promotes inclusive, evidence-based and sustainable local initiatives tackling the root causes of energy poverty.

Each proposal selected will benefit from tailored online and in-person guidance from expert organisations in the Energy Poverty Advisory Hub network, covering the diagnosis, planning or implementation phase. The technical assistance will have a maximum duration of 9 months, for support of 60-150 hours.

Local governments from all 27 EU Member States are eligible to apply, either alone or jointly with other stakeholders.

The calls for the 2025-2028 period will particularly focus on severely affected communities facing structural barriers to adequate funding and on innovative local initiatives that can be scaled up to deliver lasting impact.

Information sessions will be held in all official EU languages.

The Energy Poverty Advisory Hub is the leading EU initiative on local action against energy poverty. It serves as a collaborative network of stakeholders seeking to design and implement measures addressing energy poverty in their communities.
