LEADER Subgroup discusses how to make the approach younger, smarter, and simpler

The second LEADER and territorial development Subgroup meeting of 12 March 2024 brought together managing authorities, national CAP networks, and Local Action Group (LAG) representatives to discuss specific aspects of LEADER implementation. Discussions stressed the need to translate the motto of making LEADER ‘younger’, ‘smarter’, and ‘simpler’ into tangible actions.

The meeting highlighted that simplifying LEADER requires a good practice inventory of using Simplified Cost Options (SCOs), updated guidance, and good communication among all levels dealing with LEADER. It also involves working with auditors on a delivery model adapted to LEADER.

Making LEADER younger implies fostering youth engagement, as exemplified by an upcoming event in Finland (12-13 June 2024) aimed at young rural game-changers, while making the approach smarter involves a reflection on leveraging technologies such as Artificial Intelligence (AI).

The meeting concluded with a showcase of innovative local practices across various EU countries, highlighting the tangible impact of LEADER initiatives on rural communities. 

The Subgroup on LEADER and territorial development is part of the governance of the EU CAP Network. Its focus is thematic work on LEADER and territorial development with CAP stakeholders and EU Member States’ administrations.
