The European Housing Alliance aims to provide a platform to bring together Member States, regions, cities and other stakeholders tackling Europe’s housing crisis to foster mutual learning and sharing of best practices and expertise.
The initiative is a key component of the European Affordable Housing Plan, presented by the European Commission in December 2025 to tackle access to affordable, sustainable and good-quality housing.
The alliance will work according to the following principles:
-
Subsidiarity drawing on benefits of multi-level governance: the alliance will facilitate and amplify national and local efforts, ensuring EU-level coordination.
-
Openness and inclusive participation based on transparent working methods: the alliance will organise regular informal discussions throughout the year and at least one annual event.
-
Flexibility, adaptability and focus on substance: the alliance will complement existing platforms, identify critical topics in its annual work programme and adapt to emerging issues.
-
Combining political and expert-level cooperation, connecting policy with realities on the ground: an EU-wide mutual learning programme with Member States, cities, industry and NGOs will begin in 2027.
The alliance is open to organisations that represent and work on behalf of the housing interests of individuals (e.g. young people, tenant and owner organisations, cooperatives). These can register to join through the dedicated online form.
An information meeting will be held on 19 June 2026. Interested parties can sign up for this hybrid event when completing the registration form above.
