Employment opportunities and changes in rural youth labour markets: new EURYO policy brief

A new policy brief by the European Rural Youth Observatory (EURYO) analyses employment opportunities and labour dynamics affecting rural youth. It spotlights the importance of integrated rural development strategies, youth engagement in policymaking processes and coordinated action.

The policy brief examines how economic changes, demographic trends, digital transformation and environmental transitions are reshaping labour markets for rural youth. Artificial intelligence, digitalisation and the green transition can create new employment opportunities in rural areas, but skills gaps risk excluding young people.  

The structural barriers faced by rural youth, including limited access to education, professional training and job availability as well as weaker infrastructure, contribute to territorial inequalities and accelerate rural depopulation.  

The brief highlights the role of policy in supporting rural youth employment and preventing an increase in territorial disparities. It stresses that rural youth employment policies should follow an integrated, place-based and gender-responsive approach which addresses labour demand, skills, mobility and service delivery. The brief underlines the importance of policies that combine economic diversification, improved education and training systems, digital connectivity and stronger links between local labour markets and broader regional or national economies.  

In this context, stronger youth engagement in shaping policies and development strategies can contribute to identifying effective priorities and practical solutions to build more resilient and attractive rural communities.  

The policy brief calls for coordinated action among policymakers, educational institutions, employers and civil society organisations to strengthen rural youth employment opportunities.
