2024 ELARD Declaration on the future of CLLD within European policies
Local Action Groups (LAGs) from across Europe urge the EU and Member States to recognise the value of a tailored development approach adapted to local needs – LEADER/CLLD principles – in post-2027 policies.

The Declaration sets out key priorities to shape future EU policies on rural development:

Engaging local stakeholders for a targeted response to rural needs: future funding frameworks should include mechanisms for the active involvement of local stakeholders;

Dedicated and increased funding for rural development: this can be achieved through earmarking or ring fencing for LEADER/CLLD in future discussions on the Multiannual Financial Framework (MFF);

Clear definition of rural development, agreed by the European community, which goes beyond agriculture to include enhancing rural residents’ quality of life;

Europe closer to citizens: LAGs must be recognised as essential institutions within the EU framework and key contact points in rural areas regionally, nationally and at EU level;

Streamlined governance structures: fewer intermediaries between the EU and LAGs to enhance efficiency.
