The collection covers different aspects of planning, funding and deploying high-speed digital connectivity, as well as the opportunities that connectivity creates for communities, businesses and public services. Resources address topics such as broadband investment and financing, EU connectivity policies and targets, 5G, infrastructure and technology, state aid, capacity building and examples of broadband deployment from across Europe. The library also contains the Network’s annual work plans and activity reports, documenting its priorities and knowledge-exchange activities.

A significant strand focuses on connectivity in rural, remote and sparsely populated areas where broadband deployment can face particular geographical and economic challenges. Resources include, for example, a dedicated handbook on broadband deployment in rural and remote areas, good practices from rural broadband projects, and material exploring how connectivity can support rural revitalisation, agriculture, education, healthcare and access to services. 

The collection also illustrates links between connectivity and wider rural digitalisation. For example, BCO Network resources explore cooperation with the EU CAP Network and how broadband infrastructure can enable digital solutions and innovation in rural communities.

About the initiative

The European Broadband Competence Offices Network brings together national and regional public authorities responsible for broadband deployment in EU Member States, as well as Norway and the Western Balkans. Supported by the European Commission, the Network facilitates knowledge exchange and capacity building to support the deployment of reliable high-speed connectivity, including in rural and remote areas.
