Council of Europe recommendation on the social, economic and political participation of rural youth

Tailor-made policies and programmes for rural areas are needed to remove barriers to the social, economic and political participation of rural youth, and create new opportunities, calls the new recommendation of the Council of Europe to Member States.

The recommendation, adopted by the Council of Europe’s Committee of Ministers, identifies five priority areas of action: 

  • strengthening an enabling and accessible environment;
  • promoting youth engagement and democratic participation for all;
  • strengthening youth structures;
  • ensuring access to quality formal and non-formal education; and
  • creating economic opportunities in rural areas.

The measures set out under each priority area aim to fill the gaps in standards and policies in Council of Europe Member States.
