Strengthening coastal communities: lessons and recommendations from Community-led Local Development (CLLD)
A recent FAMENET report analyses the impact and future direction of CLLD implemented under the European Maritime and Fisheries Fund (EMFF) in 2014-2020. It highlights both the tangible benefits of locally driven initiatives and the structural improvements required to enhance their long-term effectiveness.

The study emphasises the essential role of Fisheries Local Action Groups (FLAGs) in facilitating over 14 000 projects tailored to the specific needs of coastal and fisheries communities. While the overall impact was positive – particularly in terms of job creation, business development, and fostering innovation – systemic challenges remain.
Key among these is the need for sufficient administrative and human capacity at the local level. FLAGs with adequate staffing and technical expertise consistently demonstrated higher levels of effectiveness and community engagement. The report recommends increased investment in human resources and capacity building to ensure equitable implementation across regions.
Administrative complexity remains an important barrier. Streamlining procedures is key, particularly through the adoption of simplified cost options, more timely payment mechanisms, and enhanced delegation of approval authority to the local level. These measures are seen as essential to reducing delays and improving accessibility for smaller, community-based applicants.
Additionally, the report calls for more inclusive governance structures within FLAGs. Greater participation by women, young people, and underrepresented groups is necessary to broaden perspectives and strengthen the legitimacy of decision-making processes. Enhanced outreach and targeted support mechanisms are recommended to foster more diverse and representative leadership.
