Addressing gaps in knowledge and practice, the report provides an upgrade of the framework on rural and peri-urban energy poverty by:

  • reviewing current knowledge and practice in energy poverty research and policy;
  • providing insights into existing needs, barriers, and proposed solutions for the implementation of energy efficiency policies;
  • developing an indicator to support the identification of areas which are more highly exposed to energy poverty;
  • outlining a set of energy audits, conducted in the project’s pilot regions, to identify the distinct characteristics of rural and peri-urban dwellings.

The report is accompanied by three factsheets summarising its main findings.
