The first report on CAP strategic plans implementation outlines EU Member States’ progress and shows concrete examples of achievements and successful interventions. Result indicators reveal good progress aligned with the set annual milestones, with some areas exceeding expectations, while others are still at an early stage of implementation.

When it comes to rural areas, the publication reveals that nearly 200 000 jobs have been created, mainly through support for young farmers and rural development interventions, and 2 500 rural businesses have been supported.
Meanwhile, around 2 700 Local Development Strategies are planned under the LEADER approach which is expected to contribute to a range of areas, such as: business creation; social inclusion; small-scale rural services; smart villages; environment and climate action.

Overall, 2024 is considered a preparatory and very intensive year for most Member States’ rural development interventions, as it involved putting national guidelines and tools in place, launching calls, and assessing or starting project implementation.
What is the European Commission’s performance review?
The performance review assesses whether Member States are making adequate progress in implementing their Strategic Plans and achieving EU-wide objectives, particularly those linked to the Green Deal, Farm-to-Fork, and Biodiversity strategies.
It is based on 28 annual performance reports produced by Member States and covering the 2024 financial year (from 16 October 2023 until 15 October 2024).
