The paper explores the reasons why LEADER is considered a key element for a long-term strategy for rural areas, as part of the EU’s rural vision. It goes on to outline the need for further simplification, highlighting that the complexity of Common Agricultural Policy (CAP) procedures and administrative rules set by EU Member States seem to be at the core of the administrative complexity.
