European Commission’s culture compass – opportunities for rural territories
The European Commission has adopted the ‘Culture Compass for Europe’, a forward-looking framework designed to shape EU cultural policy. For rural areas, this new framework brings opportunities – culture is seen as a strategic driver for social cohesion, local identity, economic resilience, innovation, and territorial development.

The Culture Compass for Europe was launched through a Commission Communication on 12 November 2025. It outlines four key directions: upholding European values and cultural rights; empowering artists and cultural professionals; leveraging culture and heritage to boost competitiveness, resilience, and cohesion; and strengthening Europe’s international cultural relationships.

The Compass explicitly defines culture as a lever for competitiveness, inclusion and regional development, which can contribute to revitalising rural communities, and supporting local jobs and community cohesion.
Under the new framework, the EU will invest in flagship actions such as an EU Cultural Data Hub, regular assessment of the state of culture, support for cultural professionals, and AI-ready tools tailored to creative sectors. These hold potential to support rural cultural actors, help preserve rural heritage, and integrate culture into broader rural development strategies.
