The European Commission has launched a new call within the Technical Support Instrument cycle. This aims to provide Member States with technical support for the design or implementation of reform projects starting in 2027. Apply through Member States’ coordinating authorities by 31 October 2026.

The call invites national, regional and local authorities in Member States to ask for technical support in priority areas of high relevance, including competitiveness, the digital and green transition, access to finance, healthcare, justice and the rule of law, the labour market and social protection, migration and more.
Selected applicants can receive support throughout all stages of reforms, from design and conceptualisation to the implementation and evaluation phases, encompassing strategic or technical advice, assessment studies, training or in-country missions by experts.
Requests will be assessed in terms of urgency and depth of the identified challenges, policy support needs, socio-economic indicators, administrative capacity, and following the principles of transparency and equal treatment.
Requests should be submitted by Member States’ coordinating authorities through the European Commission’s dedicated IT portal by 31 October 2026.
The Technical Support Instrument provides tailor-made and demand-driven technical expertise to Member States to design and implement economic and social reforms. It is a pillar of the EU’s initiative to help Member States mitigate the economic and social consequences of the COVID-19 crisis.
