Commitment to the EU Rural Pact – Catalan regional government

Public authorities across Europe are increasingly demonstrating political leadership and long-term commitment to strengthening rural areas through the Rural Pact.

As part of this growing community, the Catalan regional government has formalised its engagement by submitting a regional political commitment to the Pact. This commitment aligns Catalonia (Spain) with the shared goals of the EU rural vision.

Committed actions

In its signed commitment, the Catalan regional government pledges to advance rural development through four concrete lines of action:

  1. Strengthening rural governance: ensure the continuity and effective coordination of the triple governance of the Rural Agenda of Catalonia, consolidating its three pillars:

  • Civil society: strengthen the role of the Steering Committee of the Rural Agenda, facilitating the active participation its over 40 member entities;

  • Government of the Generalitat: ensure the cross-sectoral nature of rural policies through the Interdepartmental Commission of Rural Governance;

  • Parliament of Catalonia: promote institutional monitoring through the Monitoring Committee for the implementation of the Rural Agenda. 

  1. Regulatory and institutional promotion: 

  • Support the implementation of the Statute of Rural Municipalities as a key tool to recognise the specific characteristics of rural municipalities and ensure territorial equity;

  • Participate in the activation of the Rural Guarantee Mechanism to ensure that all public policies incorporate the rural perspective and do not create territorial inequalities.

  1. Catalan Rural Pact: work jointly with other Departments of the Catalan Government to develop a Catalan Rural Pact as a strategic instrument to consolidate the implementation of the Rural Agenda, with concrete commitments to address each of the identified challenges. 

  2. Coordination with the European Rural Pact

  • Actively participate in European rural networks, sharing good practices and promoting transnational cooperation;

  • Adapt Catalan rural policies to the principles of the European Rural Pact, ensuring coherence with the objectives of the EU’s Long-term Vision for Rural Areas (2040).

Commitment signing and acknowledgement

The commitment was signed on 5 November 2025 in Brussels by Rt Hon Òscar Ordeig Molist, Catalan Minister for Agriculture, Livestock, Fisheries and Food. It was formally recognised during a high-level session of the Rural Pact Policy Action Lab ‘Rural areas and communities in the post-2027 EU budget and policies’, held in the presence of EU institutions, Member States and rural stakeholders.

Public authorities’ commitments to the Rural Pact

Commitments by public authorities are voluntary actions intended to implement some of the elements identified as key to achieve the objectives of the Rural Pact at national and regional levels, such as strengthened governance, funding coordination, rural proofing and stakeholder engagement. 

They help ensure that the ten shared goals of the EU rural vision guide policies across all levels of government.
